First ပျူ Pyu early Tibetan migrate into Burmese, the hill is considered as their higher-ups cemetery. We can still find bone ashes, some clay box which holding bones etc.
Second ပုဂံ Bagan the king ANawRaHtar build just like all pagodas from Bagan city, he build upon previous buildings, wallsand well.
Last ပင်းယ PinYa the king don't want to distracted ancient history architect & build a wrapper kind of protection layer upon previous Bagan. Intentional put some layer of mud to protect inner most parts. One may found that third modifications is some how similar to Bagan, because the PinYa king bring some broken pieces from Bagan ruins.
Modern archaeologist decided to put some HtuPa(Pagoda) aka စေတီ on top of 3 layer of buildings, now there is only one large root to protect from weather. The bad thing is people restructure with concretes, bring restaurants.
